This encourages the Bedouin tribes to make an attack on other tribes for robbed money and capture their women, during Islamic period the regime tried to correct this deviation in the Arabic personality, by putting Quran ruling in order to carry out which the Arab not get habit on, no way for prophet Muhammad only by using strength to spread the principles of mission at this time of the Islam reign, the work of robbers was limited in far areas because fear from the authority of the Islamic government which began grow in fast way, its grow accompany with establishing of (the judgment house) for accounting the criminals and the robbers at anther form of stealing has been began its creator distinguished by experience in law their name (the government robbers ) they worked in its officials for driving affaires of people, at this time the bribe and the favoritism has been appeared clearly , the robber did not steal by the power of sword but by the law and the authority which was given to him.
Caliph appoint his workers on cities to get taxes and money and he did not know the quantity of change which is happening in collecting of money except from the ruler who is appoint from his side, so the ruler was freely by money which some times a big sums from gold which seduce the ruler and make him steal it, of which push Caliph to organizing collection the tax according to the stealing that happen as for the police their duty was seizing criminals and robbers in the city according to the order of judge .when the Islamic state expanded the work of robbers expand to include Caliph and his collaterals , who was symbol for asceticism and Sufism become symbol for the super wealth .
